Rationale for the classification
1 Acute toxicity (Oral) Category 4

Warning
H302 P301+P312

P264
P270
P330
P501
Based on a report of an LD50 value (OECD TG 423) of about 2,000 mg/kg for rats (SIDS (2011)), it was classified in Category 4. Besides, there are reports of LD50 values of 3,500 mg/kg (85%) (converted value equivalent to the pure substance: 2,975 mg/kg), 4,200 mg/kg (80%) (converted value equivalent to the pure substance: 3,360 mg/kg) and 4,400 mg/kg (75%) (converted value equivalent to the pure substance: 3,300 mg/kg) for rats (all corresponding to "Not classified") (SIDS (2011)). However, data according to OECD TG 423 was preferentially adopted, and it was classified in Category 4.
1 Acute toxicity (Dermal) Not classified
-
-
- - Based on reports of LD50 values of 1,260 mg/kg (85%) (converted value equivalent to the pure substance: 1,071 mg/kg), 3,160 mg/kg (80%) (converted value equivalent to the pure substance: 2,528 mg/kg) and 3,160 mg/kg (75%) (converted value equivalent to the pure substance: 2,370 mg/kg) for rabbits (SIDS (2011)), it was classified in Category 4.
1 Acute toxicity (Inhalation: Gases) Not applicable

Based on a report of an LC50 value (1 hour) of 3,846 mg/m3 (converted 4-hour equivalent value: 0.9615 mg/L) for rats (SIDS (2011)), it was classified in Category 3. Besides, since the LC50 value was higher than 90% of the saturated vapour concentration (0.1582 mg/L), the reference value for the dust was applied. A new high-priority information source (SIDS (2011)) was added, and the category was revised.

There is a report that after application of an 85% solution of this substance to rabbits, corrosivity was observed within 4 hours (SIDS (2011)). On the other hand, there is a report that after semi-occlusive application of a 75% solution of this substance for 4 hours, no corrosivity was observed (SIDS (2011)). In addition, there is a description that although the details were unknown, a 75% solution caused severe chemical burns to the skin (OEL Documentations (Japan Society For Occupational Health (JSOH), 1990)). This substance has strong acidity, and it was classified as irritating I by EPA Pesticide, as "C; R34" in the EU DSD classification, and as "Skin Corr. 1B H314" in the EU CLP classification. From the above results, it was classified in Category 1.
3 Serious eye damage/eye irritation Category 1

Danger
H318 P305+P351+P338
P280
P310
There is a result that after application of this substance (75%-85%) to the eyes of rabbits, corrosivity was observed (SIDS (2011)). In addition, this substance was classified in Category 1 for skin corrosion/irritation. From the above result, it was classified in Category 1.
4 Respiratory sensitization Classification not possible
-
-
- - Classification not possible due to lack of data.
4 Skin sensitization Classification not possible
-
-
- - Classification not possible due to lack of data.
5 Germ cell mutagenicity Classification not possible
-
-
- - Classification not possible due to lack of data. There were no in vivo data. As for in vitro, it was negative in bacterial reverse mutation tests and a chromosomal aberration test with cultured mammalian cells (SIDS (2011)).
6 Carcinogenicity Classification not possible
-
-
- - Classification not possible due to lack of data.
7 Reproductive toxicity Classification not possible
-
-
- - There is a report that in a combined repeated dose toxicity study with the reproduction/developmental toxicity screening test with rats by the oral route (gavage) (OECD TG 422), neither reproductive toxicity nor developmental toxicity was observed even at a dose where parental toxicity (death in 2/13 females) was observed (SIDS (2011)). However, since it is a screening test, and information on teratogenicity was lacking, it was classified as "Classification not possible."
8 Specific target organ toxicity - Single exposure Category 1 (respiratory organs)

This substance was irritating to the respiratory tract in humans and experimental animals (OEL Documentations (Japan Society For Occupational Health (JSOH), 1990), SIDS (2011), ACGIH (7th, 2001), EPA Pesticide (1993)). There were multiple cases in humans, and by inhalation, severe exposure may cause hoarseness, dyspnea and stridor (due to laryngeal edema). In the most severe cases, it may cause non-cardiogenic pulmonary edema. By oral ingestion, there were reports of nausea, vomiting, abdominal pain, hemorrhagic diarrhea, irritation or burns of the esophagus and stomach (HSDB (Access on September 2014), UKPID MONOGRAPH (1998)).
From the above, it was classified in Category 1(respiratory organs).
9 Specific target organ toxicity - Repeated exposure Classification not possible
-
-
- - There were no hazardous findings in humans. As for experimental animals, in a combined repeated dose toxicity study with the reproduction/developmental toxicity screening test in which rats were administered this substance by gavage (male: 42 days, female: 40-52 days), no toxicity was observed at up to 250 mg/kg/day (converted guidance value: approximately 117 mg/kg/day ("Not classified")), and although death was observed at 500 mg/kg/day, the target organ was unknown (SIDS (2011)). Thus, although it corresponded to "Not classified" by the oral route, there was no toxicity information by the other routes, therefore, classification was not possible due to lack of data.
10 Aspiration hazard Classification not possible
-
-
- - Classification not possible due to lack of data.

Rationale for the classification
11 Hazardous to the aquatic environment (Acute) Category 3
-
-
H402 P273
P501
It was classified in Category 3 from 96-hour LC50 = 75.1 mg/L for fish (Oryzias latipes) (not pH adjusted) (SIDS, 2011).
11 Hazardous to the aquatic environment (Long-term) Not classified
-
-
- - Reliable chronic toxicity data were not obtained. It is an inorganic compound, and appropriate data on environmental dynamics were not obtained. However, because of 48-hour EC50 > 376 mg/L for crustacea (Daphnia magna) in an acute immobilization test with pH adjustment (SIDS 2011), and because the expert judged that it is appropriate to classify the substance as "Not classified" in chronic toxicity since phosphoric acid exists universally in an environment and is an essential nutrient for living organisms, it was classified as "Not classified."
12 Hazardous to the ozone layer Classification not possible
-
-
- - This substance is not listed in the Annexes to the Montreal Protocol.
