Rationale for the classification
1 Acute toxicity (Oral) Not classified
-
-
- - Based on LD50 values for rats of 2,140 mg/kg (EHC 15 (1980)) and > 2,000 mg/kg (male and female) (SIDS (2009)), it was classified as "Not classified."
1 Acute toxicity (Dermal) Classification not possible
-
-
- - Classification not possible due to lack of data.
1 Acute toxicity (Inhalation: Gases) Not applicable
-
-
- - Liquid (GHS definition)
1 Acute toxicity (Inhalation: Vapours) Classification not possible
-
-
- - Classification not possible due to lack of data.
1 Acute toxicity (Inhalation: Dusts and mists) Classification not possible
-
-
- - Classification not possible due to lack of data.

P501
Based on a report that severe erythema, mild edema and severe tissue destruction were observed after applying 0.5 mL of an undiluted liquid of this substance to rabbits (SIDS (2009)), it was classified in Category 1. Based on the information in List 1, the category was changed.
3 Serious eye damage/eye irritation Category 1

Danger
H318 P305+P351+P338
P280
P310
There are no data on eye irritation of this substance. However, because this substance is recognized to be corrosive in the skin irritation test and classified in Category 1, it was classified in Category 1.
4 Respiratory sensitization Classification not possible
-
-
- - Classification not possible due to lack of data.
4 Skin sensitization Classification not possible
-
-
- - Classification not possible due to lack of data.
5 Germ cell mutagenicity Classification not possible
-
-
- - As for in vivo, it was negative in a micronucleus test with mouse bone marrow cells (SIDS (2009)) and as for in vitro, bacterial reverse mutation tests showed negative or positive results, and a gene mutation test and a chromosomal aberration test with cultured mammalian cells showed negative results (SIDS (2009), ATSDR (2005), CICAD 73 (2005), NTP DB (Access on September 2014)). Therefore, it was classified as "Classification not possible."
6 Carcinogenicity Classification not possible
-
-
- - This substance is classified in A4 by ACGIH (7th, 2001) as an organic tin compound. Therefore, it was classified as "Classification not possible."
7 Reproductive toxicity Classification not possible
-
-
- - In a reproduction toxicity screening test with rats by the oral route (feeding) (OECD TG 421, administered only to females), no effects on maternal general toxicity, fertility and pups were observed at the highest dose (7,500 mg/kg feed (female: 433-685 mg/kg/day)) (SIDS (2009)).
In a teratogenicity test with rats by the oral route, neither maternal nor developmental toxicity was observed at the highest dose (400 mg/kg/day) (CICAD 73 (2006)). In a teratogenicity test with rats by the oral route, although lower values of fetus body weight were observed at a dose (1,500 mg/kg/day) where maternal toxicity including death (death in 5/11 animals and decreased body weight) appeared, no external malformation was observed (CICAD 73 (2006), SIDS (2009)). In a teratogenicity test with rats by the oral route, although lower values of female pups' body weight were observed at doses (903 mg/kg/day) where maternal toxicity (decreased body weight gain and decreased food consumption) appeared, no teratogenicity was observed (SIDS (2009)).
Though the above results, they are screening tests, so it was classified as "Classification not possible."
8 Specific target organ toxicity - Single exposure Category 3 (Respiratory tract irritation)

Warning
H335 P304+P340
P403+P233
P261
P271
P312
P405
P501
There were reports that in an oral dose of 2,800-4,000 mg/kg to rats, apathy, emphysema, lung lesions, hemorrhagic erosion of the mucosal glands, extensive intestinal and pancreatic bleeding, and necrosis in the liver and kidney were observed, and in an oral dose of 200-6,000 mg/kg to mice, periodic respiration was shown and dilatation of the stomach, blood stains in the stomach contents, hemorrhages in the mucous membrane of the gastrointestinal tract, hyperemic intestinal wall and serosa, darkened and enlarged liver and spleen, and light red and slightly darkened kidney were macroscopically observed (SIDS (2009), EHC 15 (1980), HSDB (Access on July 2014)). In addition, there is a report that this substance shows no hepatotoxicity (ATSDR (2005)). It is described that it may be irritating to the respiratory tract as an organic tin compound (ATSDR (2005), ACGIH 7th (2001)).
From the above, there was no information on this substance in humans, and the experimental animals' results were not treated as the target of categorization as in the previous classification and were not treated as the target of classification except for respiratory tract irritation.
Therefore, it was classified in Category 3 (respiratory tract irritation).
9 Specific target organ toxicity - Repeated exposure Category 1 (respiratory organs)

Danger
H372 P260
P264
P270
P314
P501
There are no hazard findings on this substance on repeated exposure for humans.
As for experimental animals, in a test in which rats were dosed by feeding for 13 weeks, no toxic effects were observed at up to the upper limit dose of Category 2 (96 (male) - 101 (female) mg/kg/day), and the effects on the liver (increased weight, increased enzyme activity derived in bile acid in blood) and the hemal system (increases in reticulocyte ratio, the number of white blood cells, lymphocyte ratio, decreased MCH) were observed at the high dose corresponding to "Not classified" (SIDS (2009)). On the other hand, as for the inhalation route, in a test in which rats were exposed to the substance (average particle size: 0.98-1.7 micrometer (assumed to be the mist)) by nose-only inhalation for 4 weeks, the effects on the lung due to irritation were severe, lung discoloration, histological alveolar edema, peribronchial lymphoid cell accumulation, and accumulation of alveolar macrophages were observed at from the extremely low concentration (2.4 mg/m3 (converted guidance value: 0.00074 mg/L/6 hours)) within the range of Category 1. The effects became severe depending on the concentration, and the death case appeared at the concentration (71.3 mg/m3 (converted guidance value: 0.022 mg/L/6 hours)) slightly higher than Category 1. However, no findings to enable identification of the target organ other than the respiratory organs were obtained (SIDS (2009)).
From the above, it was classified in Category 1 (respiratory organs).
10 Aspiration hazard Classification not possible
-
-
- - Classification not possible due to lack of data.

Rationale for the classification
11 Hazardous to the aquatic environment (Acute) Category 1

Warning
H400 P273
P391
P501
It was classified in Category 1 from 72-hour ErC50 = 0.31 mg/L for algae (Desmodesmus subspicatus) (SIDS, 2009).
11 Hazardous to the aquatic environment (Long-term) Category 1

Warning
H410 P273
P391
P501
If chronic toxicity data are used, then it is classified in Category 1 due to being not rapidly degradable (a degradation rate by BOD: 0% (SIDS, 2009)), and 72-hour ErC10 = 0.012 mg/L for algae (Desmodesmus subspicatus) (SIDS, 2009).
If acute toxicity data are used for a trophic level for which chronic toxicity data are not obtained, then it is classified in Category 3 due to being not rapidly degradable (a degradation rate by BOD: 0% (SIDS, 2009)), and 48-hour EC50 = 25 mg/L for crustacea (Daphnia magna) (CICADs 73, 2006).
By drawing a comparison between the above results, it was classified in Category 1.
12 Hazardous to the ozone layer Classification not possible
-
-
- - This substance is not listed in the Annexes to the Montreal Protocol.
